When data sets are all within one state, and may relate to boundaries, use this method.
Allows for transformation to GDA94 AND for the upgrading of geodetic networks which most states have carried out in conjunction with changeover
Used by DOLA and D&ME for their boundaries
Not compatible with GPS results
